Those at the best possible position to do more would be the assumed good cops by no longer remaining quiet and enabling bad cops to eliminate their abuse of power or voting to get superior direction for their marriages which won't enable the behaviour. However, of course it's just words. Since after decades of businesses doing things for the wrong reason, people are extremely cynical.
