The helm and skirt provide the maximum defense for RuneScape

For stats I would suggest 85 Strike and Power, and 80 Defence. You might go with RuneScape gold lower stats but it's really not efficient getting slow kills/not many kills at a trip. It'd be nice to get Eadgars Ruse completed, just because it's a faster way to get to GWD. I'd also suggest using the mandatory Summoning Level for a War Tortoise, for storing items.

I tried to maintain the armour so it's not overly expensive, for example a Divine Spirit Shield are the best shield to utilize but not everyone can even afford that. Usually it's not too hard to figure that one out. Which barrows should get torags or guthans? Both are cheap for me. Also since I'm going to get a barrows set if stop working towards a fighter chest? What should I do with my monster platelegs and rune platebody?

If you would like a barrows set, I'd recommend Veracs. The helm and skirt provide the maximum defense for their respective positions (of the barrows armours) whereas the brassard is slightly poorer than Torag's, Guthan's or even Dharok's plates. However, Verac's provides a fantastic prayer bonus (unlike other barrows armours) as well as a great set special.

Now, I know you already have Dragon Legs and you're aiming to get a fighter chest so what I'd recommend that you do is to keep those as your main armour, but possess a Guthan's pair with you to use it's unique attack as a recovery mechanism. This way your main armour set will be non-degradable and offensive friendly (chest provides strength bonus unlike barrows). Also remember that besides Dharok's and Verac's in certain scenarios, other Barrows sets (including the weapon) are useless.

So the top 3 options for you in my opinion: 1. Verac's skirt/Dragon Legs with Fighter torso and Abyssal Whip/Dragon Defender (you can have a Guthan's set to heal you in addition to this). 2. This provides high defense but for many situations it is nearly redundant as you don't get hit much anyways. 3. Verac's Brassard and Skirt along with whip. The entire collection can be used for specific activities such as Kalphite queen and barrows or PvP. It truly is a group effort. You can be a fantastic keyer but without a equally excellent team it is useless. You can do like 5:5 larges with 2-3 good folks including yourself. That scenario would be somebody rage quitted or cheap OSRS gold is just kind of leeching/not doing much.
